Many people in Germany speak English. However, there are also many that don’t or that pretend they don’t because they’re too insecure (they’re just not used to speaking/listening to the language). Learn at least some basics so that you can get by (and especially something like “Entschuldigung, sprechen Sie Englisch?” (Excuse me, do you speak English?)). Even though English is taught at school you cannot rely on people speaking it very well (e.g. they weren’t really interested in learning the language or they’ve already forgotten a lot etc).
