Well, that’s because “London” isn’t an adjective. Londoner means more like “… of London”. However, it’s not really a genitive case (case of posession). It’s like a proper name. There are a lot of German newspaper names that work like that. e.g. Frankfurter Allgemeine; Nürnberger Nachrichten etc.
You’re right, it’s “die Zeitung” -> so if an adjective was used to describe the newspaper, the ending in the nominative case would be “-e”. Example: die interessantE Zeitung (the interesting newspaper).
Both “(Eine) Londoner Zeitung” and “Die Londoner Zeitung” are correct. Example: Die Londoner Zeitung ist interessant. The London newspaper is interesting.
