Hey, great question! Tricky one, too ;) I had to think about it for some time, cause I couldn’t have given an answer right away. But here’s my explanation:

The word “Uhr” when expressing the time is a different word than “die Uhr” when meaning a clock or a watch: It’s used more like a measuring unit, like kilometer, liter, kilogramm etc. Measuring units in German usually come with “ein” - and so does the “Uhr”.

Compare: ein Kilometer - ein Liter - ein Kilo - EIN Uhr.
